Overview

Ohio’s state team is currently analyzing the legislation and determining next steps so that Ohio takes full advantage of all of the opportunities that will benefit Ohioans. We have designated state team leads for every provision of the bill and look forward to working with the US Department of Health and Human Services as further guidance and regulations are crafted.

The Health Care Reform legislation, signed into law by President Barack Obama on March 23, 2010, is an historic package with far-reaching impact on individuals with and without developmental disabilities. Below are links to information and analysis regarding this legislation.


 

The Ohio High Risk Pool

The new federal healthcare reform law requires the U.S Department of Health and Human Services (HHS) to set up a temporary health insurance program – or “high-risk pool” – in each state for people with pre-existing health conditions. The High Risk Pool program establishes a new coverage option for people who have been uninsured for at least six months, have been unable to obtain coverage because of a pre-existing condition, and are a U.S. citizen or are residing in the United States legally.

The Ohio High Risk Pool is designed to give uninsured Ohioans with pre-existing conditions access to quality health insurance. With two affordable plan choices, responsive local customer service and access to the largest network of doctors and hospitals in the state, the Ohio High Risk Pool gives you the coverage you need—right now.

Ohio Health Policy Review - Federal reform resources

To help Ohioans better understand the federal health reform legislation signed into law by President Obama on Tuesday, the Health Policy Institute of Ohio has created a fact sheet outlining the major provisions in the bill and the accompanying reconciliation legislation. Over the coming months, HPIO will be leading an effort to provide more in-depth analysis of federal reform and its potential impact on Ohio.

Below is a list of other resources that might be helpful in understanding the legislation:

  • The Washington Post has posted on its Web site several resources for understanding the legislation:
    • A timeline of how the health care overhaul has come to fruition; from President Obama’s inauguration to the passage of the bill on March 23.
    • A calculator for consumers to assess the impact of reform by entering their income, insurance status, family size and marital status
    • A graphic that breaks down the ways in which people would be insured in 2019, after all provisions go into effect
