The new federal healthcare reform law requires the U.S Department of Health and Human Services (HHS) to set up a temporary health insurance program – or “high-risk pool” – in each state for people with pre-existing health conditions. The High Risk Pool program establishes a new coverage option for people who have been uninsured for at least six months, have been unable to obtain coverage because of a pre-existing condition, and are a U.S. citizen or are residing in the United States legally.
